Paul Tempest is a co-director of the Windsor Energy Group. He is also currently Vice-President of the British Institute of Energy Economics. Paul has considerable Middle East, energy, and financial expertise in both the public and private sectors .
He studied at the Middle East Centre for Arab Studies in Lebanon and has written several scholarly works on Arab issues.
He worked at the Bank of England for many years, including a secondment as General Manager of the Qatar and Dubai Currency Board. He also spent two years with the World Bank in Washington, six with Shell International in London and eight years as Director-General of the world Petroleum Council.
